Shrine System Revamp!

Tired of holywars of being declined? Dislike being unable to defile
shrines? Hate the major and minor shrine disparity? Perhaps it's time
for a change! Yes, a huge shrine system revamp has been put into play,
to help satisfy that conflict itch we all know you have.
The system has been changed to give players a much better chance at
tracking down defilers, promoting holywars, focusing conflict around
shrines to allow shrine power usage, and giving shrine energy a purpose.
It also includes some new features and balances to existing powers and a
new monument system to help fight back.
The system will be going through a number of changes to balance and bug
fixes as it's used, and as such, any input you would like to make on the

All the details about the system you can find below:
Shrines
-----------------
- The Major and Minor shrine disparity no longer exists. All the
shrines are same, excluding the Master Shrine.
- All shrines can be again defiled outside of a Holywar.
- Shrines cannot be erected during a Holywar.
- Shrines are no longer defiled/sanctified with corpses like
previously. Instead now a player must PRAY TO DEFILE/SANCTIFY.
This will slowly damage/repair the shrine over time the longer
you pray.
* During this time, performing any actions will cancel the
praying.
* This change focuses conflict around the shrine, making shrine
powers have a bigger role in the defense of shrines.
- When a shrine becomes fully sanctified, a seal is placed around
the shrine preventing players from PRAYing at it to defile.
- In order to remove this seal, players will need to OFFER corpses
to defile like previously.
* Breaking a seal requires a lot less corpses than normal, so
this part shouldn't take long.
* Orders can OFFER corpses to sanctify to replenish the seal
should it be weakened.
* Player corpses can no longer be used in this method.
- Shrines now have an shrine energy (henceforth SE) upkeep of 2,500
energy per a month, regardless of a Holywar or not.
- If an Order cannot maintain this upkeep, any shrine that cannot
receive the required upkeep will be transformed into a dormant
shrine.
* This means that SE now has a purpose, and its use, replacement,
and loss requires a more serious outlook by the Order members.
- Shrine influence has been reupped to a two room radius around the
shrine, depending on the size of the shrine. Another shrine cannot
be erected within two rooms of each other.
* As such, any shrine currently within two rooms of each other
have been destroyed, and a portion of the essence refunded to
the Order shrine energy.
- The shrine limit of one per an area has been lifted.
- The total shrine limit of 60 shrines has been upped to 100 shrines.
- All shrines have had a seal placed on them automatically as part
of this update.
Holywars
-----------------
- Holywars are no longer declinable.
- All Holywars are automatically Shrine wars.
- When a Holywar is declared, only the two Orders involved are able
to defile or sanctify opposing or allied shrines.
* However, Congregation members can still help defend Order
members involved.
- Holywars have a one month grace period in which their shrines
cannot be harmed. Orders will be able to raise shrines and
sanctify any damaged ones during this time.
- A Holywar now costs 1,000,000 SE to declare.
- Holywars can only be declared on an Order with at least
5,000,000 SE.
- The winner of a Holywar will gain 150,000 SE per shrine they
destroy during the war.
- The loser of a Holywar will lose 100,000 SE per shrine they lose
during the war.
- The conditions for winning a Shrine war are now different. You
will need to defile 75% of the Orders shrines, not including
shrines within cities/buildings/havens.
- Once 75% of the shrine have been defiled, you will then be able to
defile the Master Shrine. It'll take a little longer than your
ordinary shrine.
- Once the Master Shrine has been defiled, you will have won the war.
* Note that this means an Order will be able to continue destroying
other shrines to gain more SE when they meet the win condition,
instead of killing the Master Shrine straight away, which brings
me to...
- An Order will be able to surrender a Holywar when 75% of their
shrines have been destroyed, preventing further loss.
- As part of this update, all Orders have had their total SE
dropped to 1,000,000 energy.
- Player deaths no longer cost absurd amounts of SE when you die.
Instead, you will now lose 5,000 SE times by your Order rank. So an
Order rank 10 player will lose 50,000 SE upon their death.
- Player corpses no longer grant large amounts of SE when offered.
Instead, the Order will gain 500 SE for each level the corpses
player has achieved.
- The amount of SE gained from mobile corpses has been lowered
slightly.
Monuments
-----------------
- Monuments can now be erected by Order members with the shrine erect
privilege.
- An Order can only have a maximum of three monuments.
- An Order can only have one monument per an area.
- Monuments cannot be erected within havens/cities/buildings, neither
can they be erected in indoor locations.
- Monuments need to be accessible by all players, placing it otherwise
is bug abuse. I'll be keeping an eye on this and changing it if I
need to.
- Monuments effect the strength of certain shrine powers (such as
Paroxysm). For each monument that an Order does not have, these
shrine powers will be reduced by 25% of their maximum efficiently.
* For example, if an Order only has one monument, Paroxysm will
dealing 50% less damage than normal.
- Unlike shrines, monuments can be erected at any time, including
during a Holywar.
- Monuments can only be attacked by other players during a Holywar.
* When a monument is attacked, the Order the monument belongs to
will be alerted when the seal upon it is broken.
- To attack a monument, players will need to gather 10 buckets of
blood and pour it upon the monument in Order to break the seal
upon it.
- When the seal is broken, or when a monument is erected, the monument
will enter a state in which it will spawn orbs of essence in a ten
room radius around the monument.
* Players will then need to collect these orbs and either OFFER ORB
UPON MONUMENT to heal it, or BREAK ORB UPON MONUMENT to harm it.
- Additionally, depending on if the monument was erected or harmed
into the orb spawning state, penalties occur for each missed orb
as below:
* If the monument is being attacked, then for each missed orb the
monument will be healed, though at half the rate than offering
the orbs.
* If the monument is being erected, then for each missed orb the
monument will be damaged, though at half the rate than breaking
the orbs.
Shrine Powers
-----------------
- During a Holywar, shrine powers will now effect the opposing
Order without each member needing to be personally enemied to the
Order.
- A majority of the shrine powers have had their SE usage changed.

Ambrosia: 5,000 SE
Appraise: 100 SE
Avatar: 50,000 SE
Boon: 100,000 SE
Cures: 25,000 SE
Encompass: 25,000 SE
Godsbane: 75,000 SE
Healing: 15,000 SE
Journey: 5,000 SE
Paroxysm: 25,000 SE
Retribution: 100,000 SE
Sacrifice: 50,000 SE
Sermon: 10,000 SE
Shielding: 10,000 SE
Shrinesight: 100 SE
Soulrend: 20,000 SE
Status: 50 SE
Succor: 10,000 SE
Travel: 5,000 SE
Visage: 1,000 SE
Vitality: 15,000 SE
Watch: 10,000 SE + 200 SE drain
Willpower: 5,000 SE
Worldburn 50,000 SE
- Cures, Healing, Paroxysm, Retribution, Soulrend, and Succor are
all effected by the monument system.
- Avatar no longer fades as soon as you leave the shrine
influence, instead it will linger for 10 seconds in which you
can re-enter the influence and not loose the state.
- Encompass now effects the entire shrine influence.
- Faithroot has been removed.
- Guardian has been removed.
- Journey is now delayed, and cannot be performed unless you
possess full health and mana.
- Sacrifice is now an active ability, and be used when the shrine
is weakened by 50%. The stun has also been upped to 5 seconds
and now causes a large portion of damage.
- Sermon SE gain has been increased.
- Shielding only shields Order members now, however it can only be
performed every 15 seconds.
- Watch now alerts the Order when a player enters a room with any
shrine. It drains 200 SE every 18 seconds while active.
Performable at the Master Shrine only.
- Worldburn can now only be performed during a Holywar. It effects
all shrines in the world and hits enemy players within a
shrine's influence. The drawback is that this ability can only
be performed three times during a Holywar. Performable at the
Master Shrine only.
- New Ability: Godsbane
* This ability allows you to defile a shrine at 1/3's faster
rate. It disappears after an hour, on death, or after a shrine
is destroyed. Performable at the Master Shrine only.
- New Ability: Travel
* This ability allows you to travel instantly to a player that
is standing next to an Order shrine. It brings any players
with you. Performable at the Master Shrine only.
- New Ability: Vitality
* This ability works like Vigour and Sapience, in that it
refreshes 25% of your health and mana at once, and pools it
over your maximum capacity if possible. Requires full health
and mana by the user to perform. Performable at the Master
Shrine only.
Lastly, nearly all of the code listed above has been rewritten to bring
it up to our current standards. If you spot any issues, and I imagine
