Guild leaders and secretaries can now post guild announcements similar
to those previously released for Cities. GUILD ANNOUNCE is the relevant
verb for creating and editing announcements, and GUILD ANNOUNCEMENTS
will display any existing announcements. They will, of course, normally
be displayed upon login. The border color is configured to the Guild
Tells color config, while the messages themselves are configured to the
Messages color config.
