Bug & Typo Fixes and a few NEW THINGS

Additions:

* The LEARNED command will now allow you to see how many lessons you
have spent in each skill.
** LEARNED <skill> will show you how many lessons you need to spend to
reach the next skillrank.
** LEARNED REMAINING will show you how many lessons you need to
transcend your skills from their current point.

* You can now SAYTO <person> <stuff> which will return an error if the
person isn't there. Note that this currently only works for other
players.


Bug/Typo Fixes:

Chivalry-
* Cleave will no longer leave a beheaded corpse behind.

Domination-
* The attack messages for the firelord have had their grammar fixed.

Misc-
* Lyres (including artifact ones) will now display their appearance when
strummed, instead of a generic message.
* The "rested" subheading on STAT will no longer have a fullstop at the
end of it.
* You should now see the description of whatever item you are crafting
in all situations.
* If you are the Steward, Chancellor or Ambassador, it will no longer
add " the Minister of " to your position on score.
* When you are kicked out of a city, you will now see the person who
kicked you out, rather then your own name.
* Attempting to purchase an invalid guard/troop type will now direct you
to CITY CONSCRIPT TYPES instead of CITY CONSCRIPT LIST.
* There will now be a message to all players on the ground in a room
when any rubble in it disappears.

Necromancy-
* Choke will no longer take more equilibrium if you try to use it while
already off equilibrium.

Sciomancy-
* The message for creating a voidstaff should no longer get the caster's
gender confused.

Tattoos-
* The message for touching a book tattoo has had its typo fixed.
