As of this moment, I am suspending the war between the cities. If you
are a member of a city that was at war, please consider this a mandatory
ceasefire.

Since the war system was implemented more than a real year ago, this has
been its first real large-scale test. In many ways, it has been quite
successful as a method for city vs. city conflict resolution, but it has
some flaws as well. I never intended for a war to last as long as this
one has, for example. In addition, a number of tactics have been
employed that I didn't foresee, and a number of imbalances have been
identified. Many of these I've fixed along the way, but some just cannot
reasonably be changed while a war is actively in progress. So, we're
going to take a break from war for a few days.

For about the next real week, I'll be implementing changes to address
the problems I've observed with warfare. When that's done, I will post a
detailed list of what changed, and cities will be free to re-declare war
if they so wish. Until that time, city troops will be stored safely away
and every city's diplomatic status will be considered at ceasefire in
terms of PK issues.
