Enemy System Update

The Enemy System for player organizations is in the process of being
updated.

For the next week, this system will be tested on Cities. Once everything
is working fine, it will be expanded to include guilds and divine
orders.

New City Command: ENEMYSTATUS <person>
This command allows you to see the status of the person, this includes-
The reason they were enemied, the fine they can pay to be unenemied, and
the projected length of their enemy status. Additionally, you can see
the date they were originally enemied and who they were enemied by.

Unfortunately, none of this data is available to us for current enemies,
so these values will be shown as Unknown or 0.

Security Aides, Ministers and the Ruling Council will have the ability
to SET the Length, Fine and Offense of any current city enemy via the
ENEMYSTATUS command. Entering the command by itself will show the syntax
for doing this and the help file will be updated shortly.

As usual, should you find any bugs with the new system be sure to submit
them with the BUG command and provide as much detail as you can.

Finally, Cities and Orders can now search their enemy lists with
CITYENEMIES/ORDERENEMIES <phrase> which will search for any enemy who's
name starts with that phrase.

Penned by my hand on the 22nd of Variach, in the year 294 MA.
