Unfortunately, we've had a recent plague of bad players who keep
creating newbie characters for the sake of going around and killing
other newbies.

As such, I've made it so you can no longer REJECT GRACE until you have
registered your character and confirmed the registration.

If anyone is having trouble registering, they should always ISSUE
themselves regarding the problem.
