As per a liaison report, I have re-enabled realm wide shouts. They can
also be heard from and within Havens. A few things though:

1) The customization aspect for endgame races has not be added yet, as I
am not sure how we are going about this.

2) You cannot hear people shouting on the various Islands unless you are
on them. The same applies to Arenas

3) All shouts are to remain IC. If there are any OOC shouts, even within
an Arena, your ability to shout will be removed.
