War victory

First of all, two minor changes:
- Elections that happen from this point on will only last for 75 hours.
- ATTACHing a mushroom/spore sigil will now cost balance.
Now, war changes. I've just finished adding in a victory condition. To
win the war, you need to capture both entrances to the city (that is,
one room outside). Once this is achieved, the city will enter a
surrendered state for 3 Aetolian years and will lose 10% of their
current commodities to the enemy. Any troops the city has will
automatically get sent back to the barracks, and all of their
wartreaties (war, peace, alliance etc) get nulled. The city will also
gain back each room within 15 rooms of an entrance to the city.
While in the surrendered state, the city can't:
- Order troops
- Form wartreaties
But they can still purchase troops.
While in the surrendered state, other cities can't:
- Capture the city's land
- Take any hostile actions against them
During surrender, 25% of the city's commodity income gets sent to the
enemy city.
Some of you will realize that Duiran doesn't have two entrances. This
will be changing in the very near future. We will also be making other
minor geographical additions to areas surrounding some of the other
cities in order to make things more even.
