A reminder about forced movement skills and Cities/guards.

As I have had a few questions about this over the last few days I am
going to remind everyone of this:
You can -not- use forced movement skills, such as lure, deliverance,
neckdrag, adduction, et al to drag a player into a city they are an
enemy of unless the following conditions are true:
1) They are actively raiding the city when you force them to enter the
city.
2) They are within line of sight from the -first- room designated as the
City via the use of the skill SURVEY - With Bloodloch, I will point out
that 'The Crack in the Mountainside' is -not- the first room of the
city. It is still part of the desert much the same as 'Approaching
Enorian' is still part of the highway.
3) They are just outside the city (-one- room away).
If your targets do not meet any of those conditions then, in dragging
them into guards, you are using city defences aggressively/to fight
fights they should -not- be fighting and it is seen as illegal by the
administration.
