Paperless crafting updates

First off, before the changes: Some of you have been wondering what will
happen to the artifact crafter's workbooks when the paperless system is
fully implemented. The answer is they will serve a similar purpose to
what they do now - they will let you set 50 of your paperless designs to
never need to be renewed.
Now for the changes:
You can now transfer approved designs to organizations, allowing for an
organization to essentially own it. All members within the organization
will be able to craft from it (assuming they have the required
tradeskill, of course). The syntax is the same as transferring to a
person.
NEWD <#> TRANSFER TO <organization|person>
And if you're not generous enough to give away your design completely,
you can simply allow an organization or individual access to it.
NEWD <#> ALLOW <organization|person>
Of course, you'd need a way to deny people access to it too.
NEWD <#> DENY <organization|person>
To view these designs:
NEWD LIST [GUILD|CITY|HOUSE|ORDER|CLAN <alias>|ACCESS]
"Access" means all (approved) designs that you have access to.
The guild/city/etc options will only show designs owned by that
particular organization, not designs being allowed to them.
A note about allowing/denying:
Individuals always takes precedence. For example: I allow my order
access to design 1234, and then deny Bobsmith, my most devoted
orderhead, access to it. Everyone in my order, except for Bobsmith, can
then use that design. The inverse is also true.
If someone is in both an allowed org, and a denied org, they will be
denied. For example: I allow access design 1234 to the Syssin and deny
access to it from my order. Bobsmith, being in both orgs, can't access
the design due to the denial imposed on my order.
