Troop adjustments

I've changed the way cities' conscript caps are handled. Rather than a
maximum fixed number of divisions and guards, the cap now counts each
individual conscript in a division as well as each guard. The cap is
also no longer fixed, but is a function of your city's active population
and level, just like the monthly coscription cap (it's actually ten
times the monthly conscription cap). For most cities, this change gives
you more room to expand your army or security force. For those whose
armies now exceed the cap, you just won't be able to conscript any more
until your cap exceeds your troop count.

Duiran is a special case, and an oversight in the original
implementation has allowed them to amass a truly spectacular army. I've
trimmed Duiran's troops back a fair bit to a more reasonable number,
while still leaving them with plenty (and yes, I refunded the
commodities for those troops). Duiran will also be subject to the
population-based recruitment cap, just like cities.
