The Brewing tradeskill is now available to the general public. Brewing
Permits can be purchased for 100 credits at the crafting guild office of
any city.

Brewing designs work somewhat differently than other tradeskills, but
all relevant syntaxes are described in HELP BREWING. There are likely to
be a few kinks in the system right off the bat, but we will be
monitoring for bugs as they are reported. Any questions on the topic may
