Certimene and Kelende have had their minimum level requirement removed
for joining a guild and becoming a Nightstalker. As in, you don't have
to be at least level five anymore.

Please note, however, that Kelende will still refuse to induct those
into Houses that do not meet the level requirement the House itself has
set for their inductees.
