Greetings one and all.

Guildmasters now have access to GUILD ASSIGN [priv] to [rank]. There are
18 privleges that are currently appointable, and they can be seen (again
by Guildmasters) in their GUILD PRIVS list at the very end.

Each priv has been given a default guild rank see the leaders post for
more information.
