Changes

Several changes of moderate to large import to follow:
CITIES
- Cities no longer have a limit on the number of guards they may recruit
in a given day other than as imposed by their gold and commodity
reserves and by the maximum number of guards permitted in their city
total. Previously, this number was fixed at 50, but this was a holdover
from the days when the War system included guards and troops in the same
figure.
ORDERS
- All Orders may now erect shrines in "watery" rooms. Previously, some
Orders were able to get around the limitation on erecting shrines in
watery rooms by using the Devotion ability of Parting to remove the
water around the location where the shrine was to be built. We don't
really think that was a fair thing to do, so we're just going to let you
build shrines in the water now. Make sure your patron likes waterproof
materials.
GUILDS
- Guild Novices will now progress from Novice status to full Guild
Member status automatically after the following conditions have been
met: They must attain at least the 21st circle of experience, and they
must learn the maximum amount allowed whilst a Novice in their primary
and secondary guild skills (100% Adept). Note that this brings the
novice to GR1 and grants them their third guild skill, but does not
grant full Class. For now, that is still attained at GR3. Guilds should
modify their policies to reflect this change, but any ensuing
modifications to make attaining class more difficult OR imposition of
Probation on young members purely to prevent their ascension in any
fashion will be redacted with harsh penalties for subversion.
Note: The Vampire and Bloodborn classes are currently exempted from the
above due to their unique station with
Nightstalkers/Enthrallment/Embracement/Etc. Avenues are being explored
to provide equivalent treatment in the case of these classes.
EVERYONE
- The caps on experience loss to players and mobiles have both been
increased, to 3000000 and 1500000 points respectively. These changes
will be monitored and may be modified in the near future.
