Guard Changes

The following changes have been made to guards for all cities:

-All guards are once again immune to the effects of critical attacks.
-All guard types are now of equivalent level, but have different attack
types for each, as follows:

HIGH GUARD: - 80% chance to Damage
- 20% chance to Stun
HIGH MAGE: - 80% chance to Damage.
- 20% chance to Strip Defenses.
MEDIUM GUARD: - 50% chance to knock off balance.
- 50% chance to disrupt equilibrium.
LOW MAGE: - 100% chance to entangle.
LOW GUARD: - 100% chance to paralyze.

-Guards can now be retrained into different guard types by security
ministers, their aides, and city leaders, by bringing the guard back to
the barracks and using the following command syntax:

CITY CONSCRIPT RETRAIN <guard> AS <type>

This will use up the same commodities as though the guard were hired
fresh, but will directly replace the old guard.
