I've made a couple of changes to the way costs of artifact powers are
calculated:

1) When upgrading multi-leveled artifact powers (for example,
'magic_potence' or 'handtohand_damage'), you will now get full value of
the lower level power toward the price of the higher level power. In
other words, it now costs the same to buy a level 1 artifact power and
upgrade it to level 2 as to just buy the level 2 power in the first
place. Please note that this only applies to upgrades to multi-leveled
artifact powers by Qeddwyn. With all other types of artifact upgrades,
you still get 2/3 the value of the original artifact toward the price of
the upgraded one.

2) Stacking multiple powers on a single artifact carried an additional
fee of 5% per existing power. I've reduced this to 2%.

These changes aren't retroactive, sorry. Think of it as a permanent
sale, starting today.
