The Empire will no longer be allowing such free roam of its streets to those who would see her fall.

Do not be mistaken - the Empire's citizens do not and will not use her caverns to hide from the carnage wrought by words and actions. We will continue to see Blood strengthened, Bone and Earth spread, and Souls claimed for a higher purpose.
