Cities and guilds can now own scroll racks and casks!

The guild/city leader can make use of the following commands to manage this:
CITY/GUILD ARTIFACTS LIST
View the list of org-owned artifacts.

CITY/GUILD ARTIFACTS PURCHASE <SCROLLRACK|CASK>
Use city/guild credits to buy a new artifact. Only scroll racks and casks are available.

CITY/GUILD ARTIFACTS GIVE <artifact#> TO <person>
Give the artifact to the specified person - this only makes the artifact reset to them for management, and doesn't confer actual ownership. The city/guild will still be marked as the owner.

This is exclusive to city and guilds for now as they are the only orgs with a proper credit income.

Existing casks and scrollracks cannot be retroactively assigned to other parties, and as such we will not be able to transfer already owned artifacts to guilds or cities.
