New guards

The standardized guards are in for all four cities (minus one that's
about to be added for Bloodloch). Here's the deal:
1) There are five levels of guards. We'll call them Lowguard, Lowmage,
Mediumguard, Highmage, and Highguard.
2) Lowguards are very low, and just meant to annoy. They only do damage
3) Lowmages are a good bit higher than lowguards, but still not very
powerful. They do damage or they paralyze.
4) Mediumguards are medium in nature. They can do damage, or make their
opponent lose balance.
5) Highmages are just a bit higher than medium guards. They do a lot of
damage, or a little damage and make you lose equilibrium, or they strip
a defence from you.
6) Highguards are higher than that. They do a lot of damage, or a little
damage and make you bleed, or a little damage and make you prone, or
they stun you.
Comm costs (which have been implemented) get higher as you move up the
types. Maintenance costs (which are about to be adjusted) will also get
higher. So you are aware, once adjusted you'll be able to figure out
which guard is which by the maintenance cost:
Lowguard - 30/month
Lowmage - 60/month
Mediumguard - 70/month
Highmage - 80/month
Highguard - 90/month
Finally, I'm letting the cities keep the old guards they had already
hired, mostly because this was the status quo up to now.
