Just so you are aware, around the Howling tonight I will be making the
guards for all cities (except Duiran, who I will deal with seperately)
'uniform' in power, abilities, cost, etc. I hate to do this mid-war, but
you really shouldn't see much of a difference with the tactics that both
sides are using.

Some cities may lose guard types in this process, and I apologize. I
will convert the (possibly) old guards into one of the remaining types.

This pertains to guards, not troops.
