Confusion

Since there seems to be some confusion:

The rules of war trump the raid laws. By entering into war both sides
are participating in a system that is set up to determine the outcome of
a conflict. So during any period of declared war, any conflict is
considered a warlike act and thus be undertaken by members of the
opposing militia.

I should also point out that the raid laws never implied that you could
follow someone around who was being attacked and then jump in whenever
you felt like it because they were being attacked. You, yourself, needed
to be attacked.
