I'm not entirely sure where anyone got this idea. To be very clear,
however, it's not reasonable to announce that you are going to kill
people for stupid shouts and then make good on your promise.

HELP PK is very clear about needing a valid reason for killing someone
that is roleplayed. Simply shouting out that you're going to kill
someone for a shout is not roleplay.

Violators of this will be punished normally.
