A few tradeskill changes:

- Design approvers will only see submitted designs in the tradeskills
they know.

- When rejected, the rejection comments will appear on the design
itself, and not on the letter.

- A warning to those who think they can approve friend's designs without
actually going through the process of reviewing it: The Gnomes will now
permanently ban those who are caught not doing their job, with no refund
of their gold. It is in your best interest, therefore, to read all the
appropriate approval helpfiles. If banned you will still be able to
submit designs, but you will no longer be able to approve them.
