Travelers should avoid the area, including for business-related reasons, until the rebellion has been crushed and the occupation is reduced to a more reasonable level.

Jaziran citizens who would like not to be slaughtered, look at the dirt when a Carnifex passes you. Keep your mouth shut. Betray those who would lead you astray, and give up their locations and names to your local 'Fex. That is all.
