In order to cut down on spam that newbies receive as they orient themselves within our realm, I've made a few changes:

- The task system is now semi-hidden until you register.
- Milestones are longer granted until you have:
* Completed the Academy.
OR
* Gained level 31.

These systems aren't bad for newbies, it's just better to keep them focused on things one at a time. It can be pretty overwhelming as is.

I'll be putting this information into HELP WHATNOW so newbies should be able to learn about it fairly quickly.
