Per public post 6338, the Grand Library now rewards cities with a -small- batch of commodities each time an attunement point is gained at the Orrery (empowerment). Make sure you read HELP ORRERY to understand the difference between attunement points, and the Orrery levels.

Both cities in the capturing tether will receive this batch of commodities regardless of whether both participated.
