I've added a new guild priv, 'tithe'. Allows a guild to transfer gold from one of its bank accounts directly into the coffers of its home city.

Syntax: GUILD TITHE <amount>
When standing in a bank at which your guild has an account, this command will transfer the specified gold amount from the account directly into the coffers of your guild's home city.
