Mage updates&fixes

- It's no longer possible to kill yourself for real in a training room using Sciomancy Repay or Forgive.

- Passives on singularity and fulcrums now follow the old rules vibes had:
* If your sing/fulc is in an open PK or foci area and you're not in the same area, its passives won't tick.
* If you are in a haven or a city, and your sing/fulc isn't in your area, its passives won't tick.
* If your sing/fulc is in a city and you're not in the same area, its passives won't tick.

- I've divorced Sorcery Blurring from Avoidance.
* Reliance on avoidance meant newbies got the shaft.
* It now sits as its own unique chance to reduce physical damage.
* I've added a message for when this triggers, so you have some visual feedback on it working.
* The small constant physical damage reduction it also provides has been raised a little bit.

- There can now be multiple Thaumaturgy Glimpses from different mages in the same room.
* This is to make Ascendril vs Ascendril combat more sane.
* An Ascendril can still only have one of their own glimpses in the room.
* Glimpses have been moved to a global timer as a result, and as such you can only be affected by one glimpse each tick, even if there are multiple glimpses in the room.
* This was a substantial rewrite of Glimpse code, so there may be new bugs introduced.

- Thaumaturgy Flare is now a targeted ability.
* This is due to the above change with allowing multiple glimpses to exist in a room.

- Sciomancy Gloom will no longer deal damage to a target if they already have the 'gloom' affliction.
* This will not affect its use in PvE in any way (since NPCs can't get the aff!).
* There is a new 1p/3p follow-up message if this happens.

- Fixed singularity passives from multiple singularities being able to hit the same person.
* The check was actually already there, but broken.
* Fulcrum passives already had this working.

- Shadelings will no longer devour their owner's corpses, and will have to actually be in the same room as a corpse to devour it.

- Fixed Frostblade-Water still having a dev message (oops) in its secondary hypothermia message. Has a proper message now - thanks Church!

- Fixed Shadeling's attack still having a dev message too, on its target-is-frozen attack.

- CAST DISPEL <glyph> to get rid of in-room glyphs will properly target the specified glyph now, instead of the first one it finds. You can still target 'GLYPH' generically to target the first one it finds as before.
