I've added a new command: REVIEW <skillset> FROM <tutor>

This allows you to once again view a skill's learning messages from a NPC tutor at any time, even if you are already Transcendent in the skill. There is no lesson cost to using this, nor will it ever increase your knowledge in the skill.
